The University of Wisconsin-Madison needed a cover for their application booklet. The one they choose was only of white people and they wanted to show that there was diversity on campus, so Robert Seltzer, Admissions Director, doctored a black person's face onto the photo. A reporter then found out about the doctored photo and published a story about the doctored photo and the un-doctored photo. That caused a stirr-up and forced the UW-Madison officials to re-think their actions and decide to do something different next time.
I personally think that it was wrong, what they did. You shouldn't doctor an unknowing student into a photo just to make your campus appeal to all types. If the photo only has white people, find a different one. You don't have to use that photo for your application booklet. It's not fair to the student campus.
